Description
The streets of Liberty City are filled with parked cars, but no Peds or Traffic. There are also no police on foot or cars on patrol.
UPDATE:
Was able to remove excentric preachers, road crew workers, and street sweepers.
Food services, Hotel Services, and Triangle club still active. Can't figure out :(
You can still get police attention (it's a little bit harder now) and police / fbi / swat vehicles will then spawn, but are not present otherwise.
