After years of modding my GTA, I decided that I should just create a mod pack and call it GTA 4.5 which will allow people with original GTA IV to not go through the hassle and just install a bunch of stuff at once. This mod pack will add enbfx, HQ cars + bikes, script mods, character mods, minor tweaks like better explosions, blood and gore, etc. I did the modding on 1.0.4.0 version, up to you if you want to try it on different versions. If you see no textures at all, like nothing, go to commandline.txt and remove -nomemrestrict OR just change resolution from 60hz to 59hz vice versa.
