It's a clown mask used for robbing things, preferably banks. It was supposed to be a mix of Payday: The Heist and The Dark Knight, but in the end I practically just ripped off the Joker's mask. It should work fine in gameplay and in cutscenes. If there is anything that needs to be fixed, feel free to send me a message. This mask was specifically fitted for Niko Bellic from regular IV. It works with the episodes, but it won't fit properly on Luis'/Johnny's different head meshes. Please also feel free to reskin it or use it in projects. Plopping my name in would be a polite gesture. Free model or not, I put some effort into this. I'll look into making masks for Packie and his brothers eventually.
