Help! GTA IV freeze and crashes anytime if I get into a Vehicle

After that it says "GTAIV.exe has stopped working" and I must quit the process manually

Yes I'm using some mods: scripts, weapon and vehicle mods, but I want to keep it cause some time ago everything worked fine
Its not my Game i think, because my friends don't got any Problems with exactly the same Mods!
Some time ago i got a time freeze, same freeze and crash like the Vehicle crash one
More I said earlier had both problems, but I could fix it with this commandline.txt: -nomemrestrict -norestrictions

These fixes I've already tried:

Run in Administrator mode
Run GTA IV in compatibility mode
Disable the Windows Event Log
Disable the Windows Firewall
Deactivate the Power Management Functions
Deactivate third party and tuning software like Catalyst Control Center

Remember, I had never otherwise problems with GTA IV, never, not even with all these modifications, and my friends have no problems too with all the Mods!

Know anyone a fix for that?
Go to foot health is well known, but so slowly do my feet hurt, and my
Infernus is not even paid off

Try starting a new game, might be a problem with parked cars you modded later on
