handling.dat not mod-able?

Ok

So I read everything that I needed to do to modify the handling.dat file.
I'm also using the GTA4Handling-Editor and yet no matter what I do, there's not really any changes to the handling of the cars. Specifically, I'm trying to increase the width of the wheel size on the cars via the flags, (addon cars too) but it doesn't seem to do anything.

Any ideas?

Edit: just fixed it, make sure you have the filecheckfix.asi in your gta folder

I have that file installed - the handling now works - however the whole tire width or size does not change.
I remember in GTA-SA you could do this easily via the flags but for whatever reason, it is not working here.
Is this something that is a fixed property on the models now?
Any ideas?
