Confused about mods

I am confused how certain mods work. I have found multiple mods that i like and would like to use, but they all require me to replace MAIN.SCM, SCRIPT.IMG, and AMERICAN.GTX

Can you not combine mods like this?

EDIT: is it at all possible to have the game load another .scm or .img upon load? Maybe editing gta.dat
