Well.... although I do not doubt that Rockstar obviously knows that most everyone is P-Oed with their purchase, I am unsure as to the credibility of that website. Why wouldn't Rockstar release that in the news section of the official GTA IV website?
EDIT: I retract this statement as I just read the sticky at the top of the forum. =]

The patch would have been started before the game even shipped. There is absolutely NO WAY they could not have come across the issues in testing.

Maybe they could make the game act like normal where going into 1600 x 1200 resolution performs worse than 800 x 600....... instead with GTA4 it's the other way round which makes no sense. Also maybe they could fix all the graphics glitches and the terrible shadows and all the pop ups. Maybe just maybe Rockstar could stop developing their own crappy engines and just use tried and tested ones.

I don't think it's the engine, after all it worked great on the consoles, just Rockstar whoever who ported this are crap. To be honest, apart from Rockstar North, Rockstar NYC and Rockstar San Diego, the other Rockstar companies are quite honestly shit.

I hate when extremely obvious problems are not taken care of before release. In san andreas, smokes back went through the seat of his own car, how can you not notice that?
