$100 for all ringtones and themes
After acquiring the phone from Playboy X, go to the nearest Internet cafe. Buy all of the ringtones and themes from the ringtones site. Log out of the computer and you will notice that you only paid $100 for all ringtones and themes.
Calling a taxi
In order to call a taxi, position Niko near traffic, preferably somewhere on the sidewalk. Spot a cab and press L1 PlayStation3 or LB Xbox 360 . Niko will automatically call out for a taxi. It is also possible to order a taxi with the cell phone if you have problems spotting one. Additionally, Niko can eventually earn the ability to call a limo as you progress in the game.
Fast taxi travel
To avoid wasting time driving all the way across the city, call a taxi. They will take you to your destination for your mission, stores, safehouses, or even a waypoint marker. You can skip through the taxi ride, allowing you to travel across the entire city in about ten seconds. This can also be done during missions.
Getting away from the police
When running away from the cops, you will have a circular area in which they look for you. However, if you get out and another cop sees you, it changes. To use this to your advantage, get barely out of that circle which you will see on your radar. Just sit there for about five seconds instead of flooring past it.
Calling for backup
Steal a police car and any time you are in trouble press L1 PlayStation3 or LB Xbox 360 while your car is stationary. Select "Call For Backup" and within minutes you will have to cruisers full of police who will fight on your side unless you shoot someone.
It is sometimes difficult to get headshots, which do count in this game. With some practice, the following is an easy way to always get them. Press [Auto-Aim] then use the Right Analog-stick to move the auto-aim target around your victim's body. Barely move the Right Analog-stick as you are shooting. This puts bullets in the chest and head, and results in an easy instant kill.
Regaining health during missions
You can leave the mission area and go to a Cluckin' Bell, hotdog stand, etc, and eat food to replenish your health if you are low and cannot find a health pack. This works effectively on missions where there Are no health packs in sight. Note: You can also take a taxi to those locations during missions.
Avoid toll booths
Use any emergency vehicle, turn on the sirens, and drive (speed does not matter). The booth attendant will open the gate and you will have saved $5.
Press Up to display Niko's cellphone during game play. Press Up again to access the keypad. Enter one of the following codes to activate the corresponding cheat function. Note: Once a code has been entered correctly, a new "Cheats" menu option will be available on your phone, below "Options", where you can access the cheats without having to enter the phone number again. Do not save the game after enabling a code to avoid unforeseen problems. Xbox 360 Enabling some codes may prevent achievements from becoming unlocked.
Restore Niko's health and ammunition

Dial 3625550100 into the cellphone. Note: This phone number translates to "DOC-555-0100".
Weapons tier 1
Dial 4865550100 into the cellphone. This will unlock the baseball bat, handgun, shotgun, MP5, M4, sniper
rifle, RPG, and grenades. Note: This phone number translates to "GUN-555-0150".
Weapons tier 2
Dial 4865550150 into the cellphone. This will unlock the knife, Molotov cocktails, handgun, shotgun, Uzi, AK47, sniper rifle, and RPG. Note: This phone number translates to "GUN-555-0100".
Remove Niko's wanted level
Dial 2675550100 into the cellphone. Note: This phone number translates to "COP-555-0100". Xbox 360 This prevents the "Walked Free" from being unlocked.
Add one star to Niko's wanted level

Change weather and brightness

All you people that cry "aww the game is better without cheats" please fuck off. If people want to use them let them use them, its none of your goddamn concern. Have you ever wondered that people want cheats just to fuck around?[without saving] Sorry for the outburst but I've been seeing this over and over and it ticks me right off. motherfuckers.

DUDE Relax all he is saying without the cheats for him and other people it is better to play and enjoy the game. It is either way for me i can play all the gta games without the cheats and enjoy them and with the cheats and still enjoy. So Chill out ok use the cheats and others will use the cheats and enjoy.

Cheats are good for after you beat the game. Im not going to lie I use them during the game too, but its more fun and challenging to not use them. I mean when you need a gun to beat a mission that you have been trying for a while, you will hit the code real quick.
