I'm from New York. The "flowered" taxi cabs seen in this picture are everywhere. Here is the story behind them.

More than 23,000 children and adults from schools, hospitals, and community programs across New York City volunteered their time to paint flowers on adhesive weatherproof panels that have been applied to the hoods, trunks and/or roofs of thousands of taxis.

Approximately 750,000 square feet of floral panels have been painted for the taxis, including 80,000 flowers The project launched in September and the artwork will be on display on city cabs through December.

“Garden in Transit” was originally conceived in 2000 by Ed Massey, the cofounder of Portraits of Hope, a nonprofit organization devoted to creative therapy programs for seriously ill and physically disabled children. Through their involvement with Garden in Transit, thousands of kids of all ages teamed up to paint the works of art that will be seen by millions on the streets of New York City.

Cops

In certain areas of the city these days there is indeed quite a large police presence. But the old saying "there's never a cop around when you need one" still holds true - you can walk/drive for blocks on end in certain sections of the city and never see a cop. R* has indicated that they've mapped out the pedestrians to look in certain parts of the city like they look in the real-life portion of the city, so I imagine they've modeled the police presence similarly. So, you might go for a bit with a one-star rating in the upper west 70s, but good luck going a block without seeing a cop around judiciary square.

Shouldn't be too hard to get the 10 cars in 10 seconds achievement......And If traffic gets bad, we can always drive on the sidewalks. But I'm glad they've upped the number of cars and peds- should make for some interesting collisions.....spandex cyclists anyone?

yeh you can see that rockstar dilberatly put a massive gap in between the lanes, you can just about fit another car there... its good in a way so you can make a good getaway but the cops can get a better chase two so,,, you loose either way

It kinda concerns me that there are no cars in the background. The streets back there are all empty. I hope the draw distance for cars are further away than that.
