I can't think of a reason someone would need slow motion driving. If you want slow motion just don't press the gas.

I was/am quite skeptical about the Slo-mo driving, but I supose R* knows what they're doing. They must have implanted it for a reason. :p
It'll probably be a good thing anyway, somehow.

Slow-mo driving should be handy when you're driving fast and need to avoid collision with traffic coming to and fro, much as possible.
