Texture Glitch + Question

Hello. I am EdwardR. Um... I first gotta note that I DO have a legit GTA IV but the disc for some reason was not Steam compactible due to localizator and it is scratched after I gave it to my friend... So 1.0.0.0 here :-/.

Back to the problem...the game's textures downscale to a minimum for some reason and when I crash the smoke is blocky. Do I need to patch?

Also is there a mod that takes out characters fom loading and leaves only background???

just increase texture quality in video settings. go to start menu
