Someone know the mod that we can move up or down car parking ???

That's just something scripted in the mission itself, I never seen a mod like that (and can't find it). The best you can do is to use simple native trainer to make your car a saved car, this way it'll show up on the map and you can park it anywhere without the chance of it getting lost.

Although your car usually doesn´t get lost that quick if you park it nearby, but with the trainer you´ll be able to put it anywhere and still retrieve it (and see the location on the map)
