Most likely, switching between passive and active mode won't be an instantaneous thing. DC Universe Online had a similar set up where there was a bit of time to wait for it to change, so you couldn't just attack someone and not suffer reprisals. It's also possible that doing a joint mission like that will put a block on that.

I'm still curious about how persistence will work in the game, specifically when it comes to property. Can everyone buy the same location and the game just generates a different version of the interior(but with somehow the same view showing an active version of the world outside) for each player? And if so, won't that create a bit of a problem with your home being a safe place if for instance, you and an online rival who has a bounty on you both live there? You're going to run into each other, one would assume. Are players always locked onto the same version of Los Santos with the same people every time they log on?
