Some of you will say that GTA IV 188.8.131.52 is less popular than most other patches, but in my opinion, it is the most easiest patch to use in terms of finding the correct tools that are COMPATIBLE with the program. Just so everyone know, the programs mentioned in this tutorial are, of course, not created by me and the links of their inventions will be posted in this thread.For patches 184.108.40.206- 220.127.116.11, the requirements for installing is to just open the .exe file and accept/install the update. HOWEVER, for patches 18.104.22.168- 22.214.171.124 there's an updatetitle.exe, an updatetitle.msi, and a media1.cab in the whole patch. However all you have to do is just open the updatetitle.exe; the files around it are what it's going to use. ALSO, DO NOT DELETE THE COMPONENTS OF THE SOCIAL CLUB APPLICATION. THE GAME WON'T START WITHOUT IT.

How to Make your GTA IV 126.96.36.199 Moddable
First off, you will need xliveless by LISTENER
. It will load asi files and allow modding of the GTA IV directory. This link is very legitimate and will not give you any viruses. To download, just look for "download now" at the bottom of the thread and click. Open the file whether it is zip or winrar and find xlive.dll and the src file. Copy the xlive.dll and paste it in the GTA IV folder that contains GTAIV.exe and LaunchGTAIV.exe (Commonly located in program files x86). Then open the src file and copy all the files within it and paste it in the same GTA IV folder.
Next, you will need .net scripthook v188.8.131.52 beta by Hazardx. Basically, it allows loading of .net files and provides the support needed for most other mods. Download the link that says "DOWNLOAD the GTAIV. NET SCRIPTHOOK HERE" and open. Copy the WHOLE folder, including the "scripts" folder (do not extract the files inside it, just the folder my friend), and place into the GTA IV directory containing the GTAIV.exe and LaunchGTAIV.exe (usually in program files x86). As a result, there should be a scripts folder, a scripthook.dll and a scripthookdotnet. asi inside the GTA IV directory.
These tools are what you will most likely need for loading scripts such as the Simple Native Trainer (not mine) and the LibertyCityInfection (not mine). If you are using a patch lower than 184.108.40.206., there is a higher chance of incompatibility with the tools you use. I hope this tutorial stops some of you guys from stressing out "why is my game crashing?!?!?!".
ADDITION: HOW TO INSTALL MODS CORRECTLY
1. How to replace files without deleting the original ones.
Easy: Change the name of the file you want to replace such as LaunchGTA.exe to LaunchGTA.realexe. This way you don't replace the original file; easier than backing up.
2. Place .ini configuration files in the main GTA IV directory with the GTAIV.exe and LaunchGTAIV.exe.
3. If you want, you can create your own new folder for placing your trainers and mods to stop disorganization of your GTA IV Directory folder.
4. How to modify settings in GTAIV such as bloom or textures/physixs without using OpenIV and SparkIV.
Download notepad ++ from http://notepad-plus-plus.org/
With this just go to your file you want to adjust or change, rightclick it, and select "edit with notepad++". Make sure that when you save your new settings, make a "SAVE-AS" file to not replace the original file so that you can "backup" or rename the files to put into effect.
