As far as i can tell it's a Microsoft SQM Client File. So it shouldn't be a threat. Have no idea what kind of repercussions there might be if you delete it.

If your cynical about this being some virus, go here: http://www.virustotal.com/ - Click on browse, lead it to the sqmapi.dll file and click send file. It will then compare that file with over 40 different Anti Virus programs and give back a detailed result.

If you can't make heads or tails of the results, copy paste the link on the result page and post it here and I'll see about it
