That means it's fixed 3D, from a diagonal angle that allows you to see the X, Y and Z axii clearly. These views are usually used for drawing, where the paper (2D, flat plane) can be used to draw out something that looks 3D with 3 axii (Length, Width and Breadth).

I think it works well for adventure games, but GTA? Meh. Sorry, I don't see how an isometric view will turn out well. Hopefully Rockstar Leeds will prove me wrong then.
