Water can't be -10°C, it freezes when it hits 0°C.

And 10°C water is very cold. Cold enough to contract your muscles and induce hypothermia. Staying in water that cold for about an hour can kill you. Water can be deadly at temperatures that are perfectly safe as air temperatures.
