what do i need to upgrade
 
i want to know what i need to upgrade to get a really good FPS with all settings on as high as they go.
ATI 4870 512
2 GB of ram
and anything else you may need.

You should considering getting more than 2GB RAM for smooth gameplay.

A 512MB Card won't be able to get much on texture size considering your going to be limited on Video Memory, try going for a 1GB card from ATI. They should sell some pretty good 1GB or above card in the 47/48xx series.

CPU. Your choice, either get a Quad Core from Intel Core series or a 3 / Quad from AMD. Your going to struggle on performance with a 2 Core CPU.

If Money isn't a issue. A i7 would be killer if you had the money for the DDR3 memory and the X58 Board.

Just for a reference for you the specs in my signature can run the game at 1600x1200, everything set to max detail (accept view distance is at 20%) and I get anywhere from 30 - 50fps depending on where I am in the game.

More video memory with a difference video card yes, but system ram? no.

Basically for any improvement in GTA IV you need a better CPU. Getting the highest end video card won't get allow you to use highest settings if you're running a 2.0 - 2.5 GHz dual core... GTA IV just wants more! :rappo:

GTX 260 896mb doesn't do much when paired with a Core 2 Duo @ 2.13GHz, I'll tell ya that.

PS, I'd recommend maybe 4GBs of RAM.
