Update Police lights and siren seperate option

So this has been going on for a while and no answers and some of you may be new to it, but any update on being able to separate the lights and siren to two different keys so that you can just have the police lights on without siren while driving? We have all seen some police cars with just their lights on pulled over or just the siren when a cop sits at a light and is impatient. So we know its possible, but would one of you expert modders care to give it a shot for all of us who are real police car fans.

there is a tool named Zmodeler that you can edit and change 3D vehicle models in diffrent games such as NFS-Carbon, Flatout 2 and etc... with this tool (at moment) you can only import 3D vehicle models for GTA-IV, the exporting feature is unavaible because its athor is making it, also you must register the program for using its features...

But SparkIV (the latest version) can view 3D models of vehicles too and unfortunately it just has export feature, so we should wait for the next version for hoping that program supports importing feature

This would be awesome if it could be done. Sorry if i sound a bit stupid as i know nothing practicaly about modding, But do the lights and the siren work off a same code or something ? Because know mods give the option to swith on interior lights/hazards/taxi light.
