GTA IV PC to boast in-game video editor

First, GameSpot reports that the game will be highly optimizable to fit your PC's specifications - not only can you change the resolution and lighting, but you'll also have the ability to increase or decrease vehicular traffic rates.

According to GameSpot, the most impressive addition to the PC version, however, is the in-game video editor. The game automatically saves between 30 seconds and three minutes of previous game data (similar to the replay function of past GTA games), which can be saved for later editing by pressing F2.

You can then access the editor, which exits your current game, through Niko's cell phone. From there, the editor contains many features to create the perfect video:

The most important selection initially is the camera: You have the option of the default game view, which is exactly the view you saw as you played through the segment, the view from any of various nearby targets, several fixed angles--to Niko's right, say, or head-on--as well as a free camera. The free camera has some limitations, though. If you're within about 10 metres of Niko then it really is free, with views possible from any angle from any position inside the area. If you go out of that 10m-or-so circle, you're limited to being pointed at Niko, but you can pan and zoom out quite some distance nonetheless.
Other controls include muting voices, adding soundtrack songs or sound effects on top of the video, and pulling together multiple clips.

GameSpot has some more interesting anecdotes about the videos they created during their 30-minute game demo, so be sure to read the full article.

That's awesome! I probably won't use it much or at all, but it means that there will be some REALLY high quality vids being made.

Basically you can set how many vehicles can spawn onscreen at once, would be useful for pedestrians and other NPC's too.

Nice, looks like I won't have any use for my Final Cut Pro and After Effects any more...

Yet another reason for me to purchase the PC version. I can't wait to see the masterpieces that Brotha creates with this.
