New GTA IV PC Details
 
Here's from Italy's games magazine, The Game Machine:

-The replay editor can record, save and edit the last 30 seconds of the game. Once you have saved your video, you can open another piece of internal software in order to change the point of view and add special effects. The montage editor allows you to edit various replays into a single sequence, add audio tracks from the official soundtrack of the game and add effects like transition from a sequence to another. You can then upload and publish your videos to the Rockstar Social Club to share them with the world.

-The GPS map has been improved. You can now point and click with the mouse on a specific location and make notes or add images to personalize it.

-Improved streaming will be possible with the power of todays processors. If you have seen cars on the road that matched the car you are driving, this has been somewhat fixed. More pedestrians and vehicles will be visible.

All these info has not been proven to be true or not though, but I'll get back to you guys. It most probably is true, I think.

The Improved GPS and Improved Streaming sounds great, GTA IV often lacked peds at crucial moments, It had peds, but more like GTA Vice City style, when it should of been more like Assassins Creed style!

More, but not as much as possible.

There will definitely be mods out there that can tweak that, though :)

As for Niko Bellic's mobile phone, do you think that if we can access the Social Club right away... that'd be cool? And I hope fingerless gloves, music on foot, more minigames and activities (besides bowling and darts) and all these removed features can appear in the PC version!

Fingerless Gloves: Not sure, Mods will cover this anyway
Music on Foot: They took it out of the game for a reason, at a late stage though, so perhaps code is still there, once again, mods
More Minigames and Activities: Doubt this, would require a lot more time and effort to come up with new material
Removed Features: There ARE no removed features, this is a completely different engine from San Andreas, the features were not there to begin with.

There are removed features. By removed features, I mean those that were taken out during development, and was there during the Beta versions, implemented in whole or in part. Those that were in San Andreas and not in GTA IV, well, I couldn't care less anyway. Just hope that R* mades this PC version the version of GTA IV that was meant to be played. The console versions just had many things removed, mainly due to these features being incomplete, I think. But they have more time now, finish it up!

I'd love to hear what these removed features are, and before you say, remember, did you hear them from Rockstar or a Magazine Article? ;)

He's probably thinking of things like the interactive trunk and other features that were announced and taken out in their early stages (if they were even in the game at that point and not hype-raisers).

Magazine Article(s). These were from previews. I know they aren't official Rockstar announcements, but these features were in the game at one point of time during development of GTA IV, nonetheless. (Why show it to journalists then, if it isn't gonna be in the game?) I reckon that some of these features were greatly exaggerated by some Magazine writers, but still, I believe Rockstar had the intention of implementing more stuff in GTA IV (some new, some in San Andreas), but left it out of the final game due to many reasons.

Maybe they were going for perfection, and these features weren't complete, or that these features affected game performance greatly, or that it just simply didn't work. But, R*, just bring some of those features to the PC version! I know removed features brought back into the PC version, but from the first preview in GameInformer, I'm pretty damn sure there was a mention of the first in-game mission, which was supposed to be much cooler than the one we've gotten currently.

I remember one thing specifically: in a preview, they said they saw Niko climb to the top of a lamp post.
