If R* keeps their usual quality of PC port optimisation, 95% of PC gamers are fucked.

If you can Run Crysis on/medium or high with around 30 fps which is the definition of High Performance Clusterfuck, your going to run GTAIV like a sapphire.

Rockstar is one of those companies that makes proper PC ports of console games. So you don't see control schematics like DMC4 and other game.

I have faith they won't fuck up and do a crappy job, they have a bundle load of extra sells riding on it.
