Photoshop Boarder Help

As many of you know how to make boarders for sigs, well i don't can anyone give me a turturial on how to make a boarder on a sig like thats half cut u know.

The way I do it is just to make the border. Then I will select the border layer and the scale it down until its the right size.

Sometimes if I just wanna do a border like that, I'll chuck the sig in paint and edit it there.
