I need help making some mods

I made a pretty billboard on Z modeler with a texture on it that says go away.

How do i import the texture and model into gta without replacing anything? i would like to add the billboard to the city without taking out anything, i know how to map.

I also would like to know how to make a car with dummy characters.

i would also like to know that...do you know the object ID? that and the model name are all you need...i think
