I'm looking for a mod that lets you customize any car at any customs shop. If anyone knows of a working mod for this can you hook me up with a link? Thanks

Yes, the hearse (in-game model name is "Romero") can be modded with it.
And, please read the rules (http://www.gtagaming.com/forums/announcement.php? f=252). Bumping a thread (except the sticky threads), that has been inactive for more than 2 weeks, aren't allowed.
