There are tons of Japanese games like this. I don't know why Sexy Beach is the only one that seems popular here. >___<

It's just Japanese culture. They're rating system and store policy for games is much different that it is in the US and Europe.
A game like that here would instantly get an Ao rating, and because almost every retailer out there doesn't sell Ao games, American developers don't bother making them.

I've played a game like that. Mistakenly, of course, I was lured into thinking I was installing Call Of Duty 2. But then, after the install screen showed up as "Virtua Girl 2", I was like, hell, I'm gonna play a hentai game, those 3GB were not in vain.
Sucked, for the least to say =\
