It was meant to be cartoonish, it was formerly a VC screen shot, I gave it a glow effect, an oil painting effect, then the rain, that's how it got that cartoonish look.

I got lazy with this one, I added red eye to toreno, or forbes, or whoever. A better flame coming from his gun, and I gave his pistol a white-mettalic look.

Yeah, for some reason, the drawing didn't come out right when I tried to edit it...

Paint.NET was the program I used to edit it. It's awesome. I only got it thursday, it's really user-freindly.

Try downloading Paint.NET, it's a great program, it's free, and it's as good, if not better than Photoshop!

That's not Mitch Baker... it's one of the guys you race against in the first biker mission in VC...
Rockstar said so... I can't remember which site it was on, but it was about what characters "might" be in VCS... But anyway it looks cool, except for the motor bike for light (or whatever it's called), that dosn't look to good... it is only painted yellow...
