I've seen a picture of Vic walking with some dude in a shirt that had a rebel flag, and he looked like Phil.
Also I've heard there is supposed to be a character named Pedro Garcia who is a rival arms dealer of Phil.

That doesnt look like Phil at all, though he wears a top that has confederate flag on it. That is his only resemblance with Phil though, but that's not convincing enough to make him Phil - he rather could be buddy of Phil.
Also I've heard there is supposed to be a character named Pedro Garcia who is a rival arms dealer of Phil.
It's not confirmed yet if Pedro Garcia is returning to VCS - though he was Phil's rival in GTA Vice City.

Maybe Phil has gang members in VCS?
maybe they hang out in front of his trailer and stuff.

We're bound to see Phil somewhere in VCS, whether it be his name mentioned in dialogue, or our main source for firearms.

Phil was reported to be seen during the loading scene, so you can expect him to be visible in-game.
