Well, unfortunately, it doesn't work for me since it can't seem to find the server on the web page, I'm guessing I need to reset my browser settings, but anyway I think the person you are talking about is Sonny, I was in a discussion about this before.
The guy is Sonny, And I think he looks like it too.

You know, I never saw the twins once during the whole game. Do they have any relevance at all?for advertisements only i guess... theyre supposed to be with diaz but i think rockstar couldnt model them as well as they wanted to. they wouldve been blocky too :p

No, it's not donald love. Donals has curly hair and no sun glasses. His face is really differend, he hasn't got that tough-guy look.
EDIT: and when you look at the back of the disk/dvd box, you see the characters of vice city. There's some text next to it, they say who is who and Sonny has the same pic as brok's pic of Sonny. So it's Sonny

Gino, relax. It's only a guy in a pink suit. It could be Sonny, but I don't see why he would be in a relaxing setting in Vice City, when all he goes down there for is strictly business. But it could be Donald Love too. Maybe that's his place in Vice City. And who knows, maybe having Love meet Tommy and Avery will do a little more in the future GTA series, rather than just the GTA3 on top of Love's building. Probably not... But whatever. :)

In GTA3 the person that is supposed to be Tommy (the main character) helps donald (near the end of the game) to get out of Liberty city on a plane...its the first mission that u get at shoreside vale. The only difference between 80's Danald and 90's Danald is his hair and glasses...in gta3 his hair is short and I can't remember if he has glasses. Which brings me too the last thing you hear Donald say in GTA3 before he is flown away.."Maybe we could meet up and do some bussiness in the future? Anyway I gotta run....Maybe we'll bump into each other some time..."...Im not to sure why Donald is in VC because he doesn't really do anything but yea...thats why in VC Tommy meets Danald (so it would make sense for him to kno him in GTA3)...I hoped I cleared some stuff up.

sorry to shatter your flow, but the GTA3 guy ISN'T Tommy Vercetti. I think the GTA3 guy is Fido or something. i looked it up and it turned out to mean 'trust' or 'faith' in italian (and considering maria said it to him with the ITALIAN MAFIA, i dont think thats his name.
