Looks like near the docks (boatyard maybe?) or somewhere near that area.
If you were to face the Tooled Up building that is in the Washington area (South of the contruction site, east of the Starfish bridge), Tommy would be at the right side of the building.

yeah, kodo was right the first time. i was going to say the place by the bridge by construction site and malibu, etc but tooled up is closer :)

in the background, there is the building that is across the street from the malibu, so im guessing its at the spand-EX place
I think near the Malibu, really near. Tommy is facing the water behind the malibu. Could be the Spand-EX too. I don't know

yeah, spand ex is there. you can almost see the building wall ;)
I was wrong, Not at the malibu, you can see a little bit of the brigde near the spand ex

Whoever said it was near the construction site is right! If tommy turns around and takes the next left he will see the constuction site in front of him + the bridge to starfish Island!
