That means... I'm very confused by what it's significance is... Only thing I can think of is the FRAPs video capture program for computers...

Fraps was made a long time time before Vice lol...

"Fraps" is a combo word of frame + caps (frame captures). And I bet the word Frap on the car is a completely different thing - could be a random word, could be an inside joke, who knows.

i know why the frap is there
heres a dictionary definition:
frap
