Billboards

Ok, first off, I only have Vice City.

Now to my question;

I know how to change billboards, kinda. I got a zip file with some billboard changes, but the "readme" file that came with it was junk(at least in terms of actual help in installing the changes).

I open my IMG tool, and look for billboards, how do I change the airport ones?

The airport one is most probably the ap_billboard.txd file.

Ok, in the zip file, only one mod is labelled "ap_billboard".

Can I asign the others to the billboard?

The other one must be LODairpN.txd, always make backup of the original txds before replacing them.
Dont forget to rebuild the gta3.img archive after you've replaced the modded txds over the original ones.
