how do i add certain mods

i need help on how to add mods like the ones that dont effect cars but change the game like getting new rims

I wasn't aware that there were even rim mods.

You would probably have to look up the dff and txd of a rim you don't like, back them up, and then put the new ones in with the same name.

But by all means, if there are rim mods, please point me in that direction.
