I had 6 stars, I was just standing there waiting for the mayhem to ensue...and the only thing that came was a police heli. And even then it just floated up in the air and didn't shoot. No tanks, no FBI, no police, no barracks...nothing came my way. I left the camera angle like that too.

I lerv all the bugs. I think if you are like facing a wall or something when you put in a cheat suddenly to get 6 stars ( in lith joes trainer it's tab + s) they won'd come at you because you can't like "see" them spawning.
That's pretty cool. I've noticed that in other places.. like how some of the time cops will only chase you if you get in a vehicle.

That happened to me about two years ago, I never could get any answers for why it happened. But since then it's never happened on my copy ever again.

I can't explian it. That's the point.
The only explanation I can possibly give is where I said "maybe it's because I"m not looking out onto open roads (like down the road) so they just aren't spawning.
