Car Flags editor and nasty lowriders

I've got some nasty plan to win that race cesar vialpando sends you to...
My plan is lowering the speed of all lowriders to something very low, like 20, and to get myself another car, and edit it's flags so it'll count as a lowrider...
1) anyone tried this before? or is it, theoretically, possible?
2) What's the list of the lowriders they are riding?
3) anyone knows a good flag-editor/the flag for lowrider?

Yeah, I've noticed... but still... I need that flag-editor at least... to fix other problems I have with the game, like missing handbrakes on some cars like the Tahoma and the like...
