The commercials play very very rarely between like 5 or 7 songs. I barely ever hear them.

You have to make a folder, on your desktop,or wherever you want it, then call it whatever you like. Now, once you have made the folder put whatever songs you want into that folder. Create a shortcut to that folder and put the shortcut in My Documents\GTA San Andreas User Files\User Tracks. When you have done that startup SA and go to options> audio> user tracks or whatever its called and go to scan media. When thats done go back in the game and your set.
