I saw in one of the videos on here Carl was in Liberty City, he was like jumping in slow motion or something and parachuting through the sidewalk. There were no cars or peds around and it looked like there was snow on the ground. Is there a way to actually get to Liberty City!? I didn't see it on the map so thats why I was asking.

you go to liverty city on a mission. but its not all of liberty city

You go to Liberty City a lot later in the game...

Haha, and yes most of the liberty city isnt even solid, but i wont tell you the reason you go back to liberty city, for spoiler purposes

If you have a cheat device, you could enable the Unlimited Height on Jetpack code. During the mission just spawn a Jetpack and fly throughout the city. You must use L2 and R2 to strafe to gain height. You could also do it through the Ganton Gym which is quite hard.

The 'Ghost Clouds' are preventing you because you fell under the limit.

i watched the vid of how to get there and i did wat it said, going through black hell to specific points but when i arrived it wasn't there , just blue sky. I went low enough to get to the water and high enough so the sky was no longer blue but it wasn't there. Very annoying!

Liberty City is above the usual Jetpack limit. If you don't have your Jetpack Unlimited Height active, then you can't visit the place through Black Hell.

Ok, thanks. I heard that there was a hight limit for the jet pack some time ago but i thought a new way had been discovered to travel through black hell to LC.
