She can be found in the town of el quebrados in the northwest part of the map (Las Venturas island). She is in the parking lot of the cop station that's just north of the el quebrados pay n' spray.

Yes she is. She's the one who doesn't want a lot of muscle. I'm not sure exactly on the fat, but it's probably got to be about halfway.
