If you play vigilante in LV, it will turn up every so often as a target. End the mission and track it down and jack it. I've blow it up every time but some people have pulled it off.

That looks class, is it fast? i have gold on everything in driving school except City Slicking :( i dont damage car but i always get 70 - 80 % :( any tips?
