I didn't want to double post in my thread, "Who's that one dude?", but this would be off topic anyway.
I think I might've found the cartoon images of Fido and Tommy Vercetti!
Now, since R* make a lot of cartoon people that aren't even in the game (The Twins), this might not be them, but I'll say it anyway.
If you look on your little GTA III book that comes with the game, turn to the page with the map. Then look down and you'll see that car. Next to it is the image of looking through a sniper rifle and you'll see through the scope a guy with spikey hair and a dark jacket (Fido?) choking some other dude.
Now, for Tommy Vercetti, just look on the front cover of Vice City and look at the boat and the driver could very well be him. If you the strategy guide you can see him up close. He looks sort of like Tommy.
