Texture Issues

[ENEMY]

Ok, I JUST installed GTA3 for PC, right. And for no reason I have these tracers, and there blue. It's very weird. At first it was cool because I just installed a predator player mod, so it looked kickass for a while, but now it's pissing me off.

I have no problems what-so-ever with VC, so this thing is all new to me.

I reinstalled once, and then tried to play again, and there were still tracers, but this time it was going at like...1fps.

*sigh* crap..maybe i'll mess with my settings. Or install some of the Patches.

If anyone has any ideas why this is happening, please help me out.
