I believe Ragdoll physics (impact animation) is possible in GTA3, and here is all the information about it. I warn you, this is a long read, but well worth it :D
Neil's demonstration
Neil (a while back) found a ragdoll physics demonstration program. To quote him:
GameInformer's June issue proposed 'impact animation' in San Andreas, which is more commonly known as 'ragdoll' physics. It is not known what level this will be in effect, but for those who are unsure of what ragdoll physics actually are, I've found and uploaded a free program which demonstrates it on a small scale.
Jiggle 0.0.18 by Danny Chapman is free under the GNU public license, simply extract the zip file, keeping the directory structure intact, then run one of the .bat files or the .exe to watch a great demonstration which could be what San Andreas is like.

GTA3
The GTA3 player models work like this: each part of the body is a new mesh. There are about 30 (i think) which include the left hand, right hand, left forearm, right forearm, and all other parts of the body.
The 'Ragdoll physics in GTA3' bit
The player models in GTA3 are virtually the same as in the demonstration. This means all the baic impact animation calculations have already been programmed, all we need is somebody to edit the gta-vc.exe and incorporate the demonstration scripting into it. Then they would have to specify that the moment the ragdoll physics take over would be when the person is shot down, hit by a car etc.
Finally
It's quite far off, but it is VERY possible for GTA3, and if somebody is willing to do it, we may soon enough have ragdoll physics in GTA3.
