There is a solution posted for playing via Steam.
If you bought Vice City from a shop = It will work
If you downloaded Vice City via illegal sources = Shame on you, but it'll work.
If you downloaded Vice City via Steam = It will work, with the help of using command parameters (As Ettans stated) and/or manually installing the files, using the zip file available on GTAGaming.com
