Was that him in the trailer? The guy that says "Nice place you have here Johnny, not sure i fit the dress code though"? If so, im rather glad, since I enjoyed his missions in GTA IV. Perhaps he could be the tie that binds Niko, Johnny, and Luis as the impossible trinity, if Rockstar really does have it planned that far.

Oh yeah I think ur right, I never even recognized the congressman. And I think most people thought he was a dick, but I thought of him as one of those characters you love to hate, like Mike Torreno.

Maybe... I was thinking, UL Paper and Stubbs are related? They sure do look alike.

JaredN, I hated Toreno with a passion lol. But not as much as I hated Manny. I also thought that was U.L. Paper but then I saw him the 2nd time and realized it wasn't

i dought he is related and if they are they probably dont keep a close relationship i dont think the ul papers job allows him to keep relationships, i mean just look at the way he talks and acts hes married to his job and takes it very seriously.

U.L. is probably part of the same agency Mike Toreno is/was associated with. Some nebulous fragment of the CIA or NSA.
