Do clean install of gta iv

Patch gta iv to 1.0.2.0

Make the game modable -
replacing filelist.pak and adding magic.bat in pc/data

5.
Apply ''XLiveLess 0.94''

7.
Get a tool to replace textures -
extracting SparkIV 0.6.1
