Spawning Ramps

Some days ago I saw some guy that was spawning objects like ramps(half-pipes) and stuff and he could turn the ramps too.
Does somebody has any idea how I become this mod or script?
Or somebody knows how to make it?

It should be available soon. People are starting to learn how to use those commands to spawn objects and such.
