This is set before GTA4 then. Before the start of GTA4, the Mayor of Liberty City outlawed Ammu-nation gun stores in a policy that extended out to Vice City.

The Internet in GTA4 is full of this shit! I think I know all the characters in The Lost and Damned and Chinatown Wars already thanks to the Database, as for events, the three news websites covers all the changes and gang wars. You wanna know where Rockstar slacked off, look at the ingame Internet, plenty of content :P

It's not 'random stuff' at all. It was mentioned in by Dimitri in the mission "Do You Have Protection?" when you go to the Sex Shop on Delaware to confront those Porno shop bosses, in which he says "I want to buy you a present", and Niko replies "Will you wrap it up and put a pretty bow on it?" after you successfully shoot one of the bosses in the leg. Dimitri, of course, was a dog heart. He mentioned that the gun shops have been closed because "The Mayor has a hard-on for gun control" and people were forced to set up underground gun stores around the city. Niko also replies "Guns don't seem that controlled. I've seen plenty of them and I just got here".

Well is seems that this is going to be a good game how good we will have to watch some game-footage first to judge and then play to see if we like it
