one question though, do posts in the off topic thread still not count? or do they count now?

The off topic posts/threads do count towards your post/threadcount now. It just ain't a spam forum anymore, consider it as a Chat forum.
The Anything Goes (I hate the name:p ) forum is a spam forum though. Stupid threads belong in there.
