Is it just me, or does the guy on the left really look a lot like Joey Leone. \/

It does and doesn't, face is too square, besides, it's set in the GTA IV arc.

Still, maybe Chinatown Wars will tie up the loose ends, character wise, from the GTA III era. Something had to have happened to Joey

Ehh, once again, GTA3 era and GTA IV era are not the same. The only things carried over seem to be Radio History, Characters, etc, have not. Oh and the TV features as an Easter Egg as a look in the GTA3 era. But main story wise, wouldn't make sense to pick and choose to bring back people.

Well, that was what I thought when I first saw that picture 3 days ago. But come to think of it, R* reused characters too. Look at the GTA 1 webpage and you can see many character ideas being reused in GTA III, so I'm not particuarly surprised.
JRussell89, Lazlow is a character heard on the radio. That's what Ash meant with the radio history. I don't think that's Joey, though.

yeah and besides, niko was planed for gta 2 originally, or at least a guy looking like him, theres a few characters that have era swapped and a few characters planned for other games but ended up in a different one

That is true. So you meet that character more than once in each gta game. So a guy that looks like Niko in Gta 2 and than play as him in Gta iv. And now this guy that looks like Joey Leon

yeah, plus claude in gta 2 and 3 series, and el burro in gta 1, then in gta 3 and as graffiti in gta 4....
