I cannot for the life of me figure out how to install these mods. I tried using IMG tool, but the file access is denied, and I changed it so it wasn't read only. I followed everything here, and it wont work. I have tried for days to get these to work, but to no avail. PLEASE HELP ME!!!!!!!!!!

are you sure that every file isn't read only? Try it when you just started your computer, something from VC might not close right and then the gta3.img file is stil at use.
I found the GTA3.img file and i clicked properties, and then I unchecked read only.
EDIT: I cant't find anything that is running that has to do with GTA: VC.
EDIT: ALso, when I open IMG tool to add in the WTC buildings, it says File Access Denied, then it says adding files, but if freezes there, and I have to close it. I have let it sit there all day too...

What kind of computer do you have? If you have XP you can uncheck read only for all your VC files by unchecking the Rockstar Games folder.
OHHHHHH!!! Un-check the whole vice city folder? Ok. I have Windows XP and a P3 with an ungodly 700mHz, 128 MB Geforece video card, and 192 MB of RAM.

Hmmm, it freezes half-way when loading, and I get this error message

Do I set the VC folder back to read only?
anyone? The error says:
If the pic doesn't work it says:
"Unhandled Exception Unhandled exception: c0000005 At address: 006616b7
Sorry for the bump, but anyone know what's wrong? I really wanna play now.

you either didnt install the mod right or the mod just doesnt work fo some odd reason
Should I restore the img file and try again? Then after modding, change back to read only?
Now when I start a new game it laods up like for 1 sec. then closes, no error messages. I used Vice City Mod Installer.

Try not to double post. click on the little "edit" button at the bottom right of your post.
